To adopt the culture of shift left testing and the micro-service world, it doesn’t make too much sense when a software engineer writes his code but lets someone else write the test to make sure nothing breaks. Why not let your developers write the tests? Unit tests, Integration tests, or even End to End tests. You should empower your developers to write the tests and take ownership of the quality of their pull requests!
